Black color underneath the chin does not appear to the viewer to be closer than the face. The face appears to be in focus and defined. Black color under the chin may even make the skin look more healthy. Black color under the chin may visually connect to black tones in the hair or eyes. Black eyeliner and mascara are not more intense than the eyes themselves. It's easy to discern the eye color. 
Black isn't Lupita Nyong'o's most exciting color, but we still see her face more than we see the dress.

OVERWHELMED BY BLACKIf this person is overwhelmed by black, black is too much for this person. Black color under the chin looks closer to the viewer than the person's face. The face may look fuzzy or out of focus. Black color under the chin makes the face look lifeless or drained of color. You may get a "floating head" effect, with the head seeming disconnected from the black color. Black eyeliner and mascara overwhelm the eyes. It's easier to see the makeup than the eyes themselves. 
The top half and the bottom half of the picture have little in common. It's sort of a "floating head and shoulders" effect.
The shirt and jacket appear much closer to the viewer than the face and hair.
We see the dress and the eyeliner, but not so much of Olivia Wilde. The features seem a little out of focus.
Even in this low-quality pic, you can see that a black drape completely overwhelms me. My skin appears unhealthily pale.
